As a general rule of thumb one person out of 500,000 has some sort of superpower. At least half of these people have minor powers or are physically or psychologically unsuited to become either a hero or villain. The other half are suited to enter the world of the super-human. Of the approximately one person in a million who are capable and willing to don a costume and go out in public 60% to 80% become villains of one sort or another.
